I always weigh myself before I take a shower, because I have rather long hair and it holds quite some weight in water. Also, I generally weigh about 1/2 hour after I get up in the morning, before I've had anything to eat or drink.
I don't know how scientific it is, but it seems to work for me and I think weighing at consistent times and in consistent conditions is probably the best way to get an accurate reading.
