Is Splenda considered a "sugar substitute"--since it is made from suger.

You can call it what you like. It is a form, of sucrose (sugar) which the body can't digest. In England it would be called a sweetener.

It is a sugar substitute but not because it's made from sugar. The trade name for Splenda is sucralose. Other artificial sweeteners - cyclamates, aspertame, ace-K - are sugar substitutes as well. So is stevia, which is considered a natural sweetener.
