what are "Other Carbs" if not fiber, sugar or sugar alcohols???

for instance the other day i was reading the stats on a box of
"Nabisco Frosted Shredded Wheat" it stated that there were only 5 grams of fiber and 10-12 grams of sugar and 28 grams of "Other carbs". (i know when i actually eat it plain w/o milk my body treats it like almost pure fiber)

Is this some type of fiber? it almost has to be. If not what else could it be? and why doesnt the nutritional info say what it is?

Starch would be considered one of those other carbs, but I'm not sure what else would fall into that category- fiber would not. You should count all the carbs less fiber & sugar alcohols (which shouldn't be in shredded wheat).
