Why cant I send any Private Messages?

I just tried to send a private message to someone who is in the same range as me, and I noticed that we both are on the same goal track. BUt I got a message saying I am not allowed! Why not?

Hi, have a look at the stick at the top of this forum (Comments Box and Technical Questions ) - it's explained there. You'll be able to PM after you hit 25 posts - this was done to encourage board participation.
