Weird character for apostrope & question mark symbols

Ièm not sure if this is my keyboard or your site, but every time I type an apostrophe or a question mark, this character appears è
È The apostrophe was working ok during the first part of my post, then it went wonky. see the post in my journal here

I opened up a Word doc & it looks like my keyboard is ok. Ièll be interested to hear what the cause was.
